Hello
I have recently started using VirtualDub, i have found it to be a extremely interesting and would like to know more. Can anyone tell me what filters i need when cleaning, brightening and enhancing video file quality?
Are there any essentials i can add to VirtualDub to help with my request?

Your request is too general, and therefore cannot be answered. The reason is that there are literally dozens -- perhaps hundreds -- of VirtualDub filters, each one designed for a different purpose. I can think of at least ten that deal with making a video brighter, but each acts in different ways, with some raising the brightness of ALL pixels, and others only affecting pixels matching certain criteria. Also, when you ask for "cleaning" filters, this again depends on what you mean by "cleaning." Some filters will reduce static; others reduce grain; some are designed for dirt; etc. Other cleaning filters include: scratches, moiré removal, temporal noise, spatial noise, chroma noise, flickering, field shimmering, and on and on. Then, within each category of problem, each filter has certain advantages and disadvantages.
I could go on, but the point is that you must be very specific with what problem(s) you are trying to solve before anyone is going to be able to help you. -
Regarding filters, for a general answer you can try digitalfaq. You will then be able to search for specific filters and how to use them in this forum or at digitalfaq.

That is 10 fps video with no audio. There is not much point trying to do anything with it. Since it looks like it was captured from a TV broadcast, the first thing you need to do is get better capture hardware that can capture at full frame rate. You most definitely do not want to keep capturing other videos using whatever setups was used to capture this.
If someone gave this to me and said, "make it look better," I really wouldn't know what to do:- There isn't much resolution, and you can't create resolution where none exists.
- There isn't much noise, so a denoiser won't accomplish much.
- Any attempt to add intermediate frames in order to make it smoother (e.g., go from 10 fps to 30 fps) is going to create some pretty ugly artifacts.

That little blue dot with cursor/pointer suggests it's a screencap at 10FPS from a computer desktop. You should post the original video
