I am using ATI AIW video card to capture. I have a pentium 4 system running Windows ME. 160GB hardrives..etc..My problem is that I am trying to capture video in .avi format following the a format given in the "HOW TO" section. I have used PICVIDEO MJPEG codec and Huffy's codec. I get significantly fewer Horizontal lines appearing with PICVIDEO's codec, but it still is too much. How do I go about getting rid of this? Someone please help!

Oh by the way this happens when there is movement in the video (such as swinging arms.)

well if your not capturing all the fields(576 for Pal and 480 for(the spellnig eludes me right now, lol)) you will get lots of horizontial lines. try capturing at 352 x 480 (or 576) and resizing and deinterlacing in tmpgenc while u encode, u will be happy with results.
