Hello, I'm not sure what this effect where the dots float on certain objects including the borders is. I've experienced some logos and other video clips that contain the effect which are taken from a VHS or Laserdisc source using a recording device like Dazzle or Roxio's VHS to DVD software. This effect looks like grain or other noise. Here are some examples that have this effect which I'm not sure what the name of that is:
Columbia Tristar Home Entertainment (2001) from Spellbound on DVD
Touchstone Home Video (1987) from Gone in 60 seconds and various tapes
Walt Disney Classics (1988) from Cinderella on Laserdisc
The effect has been more common on the previous DVD releases especially the un-remastered home media videos like Fraggle Rock for example.
