Uncropmkv adds black bars to bring MKV's into BR spec. Dose adding the black bars consume bitrate(pixels)?

If done correctly, shouldn't add more than a handful of bits.

I remember testing and finding some examples where adding black bars reduced the bitrate a tiny bit. Maybe it's something to do with how the encoder perceives motion when much of the picture is black, but with black bars or without black bars..... it's not worth worrying about in respect to bitrate/quality because the differences are very small.
At one stage I tried encoding nothing but black at 1024x144 to simulate the amount of black you might encode for a 16:9 PAL DVD containing widescreen video and I think the file size was 4.3MB for two hours worth of black.
