Remove text from a DVD scrolling laft to right

Hi Guys,
Please see the image of a video file song. I just want to remove the selected texts scrolling continuously from left to right.
Please explain & mention the software...

You can't delete it. It's part of the picture.

Since the text is on a black bar you can mask it with a matching black bar -- but I don't think that's what you're asking for.

Inpaint algorithm but don't expect miracles (can be substituted by resize/blur in this case - combine 1 line before and after black rectangle as one video then resize this video in vertical direction and blur in horizontal direction and finally overlay over rectangle)

You can give it a try with AviUtl using the mtDeSub plugin that use inpainting.
Very slow though, be warned.

A much faster way would be cropping then resizing the video.

Hi,
I will try to cut down (Crop) the selected part & the total bottom part, so whats the best soft I can do that?
And I want to add some text in the bottom & left corner like -
