I am looking for software that doesn't cost enough to feed my family for a whole year or more. I need the software to be able to convert a DVD to MPEG2 without dropping the closed captioning. Does anyone out there know of any such thing?

VOB2MPG will work, but the DVD has to be decrypted or unencrypted to begin with. Also, having the closed captions available is one thing, but displaying the closed captions is another. How are you planning to play the .mpg files?
[Edit] DVD subtitles are not the same as DVD closed captioning as far as a N. American audience is concerned. Closed captions are stored in the MPEG-2 user data and are part of the DVD's video stream. The TV is responsible for displaying DVD closed captions, rather than the playback device, and they will only be available if the playback device transmits the vertical blanking interval in its video output, and is connected to a TV via composite, coax, or S-video. Subtitles are stored in their own stream, and the player is responsible for displaying them, so any type of video cable will allow viewers to see them.
Technically .mpg files aren't supposed to support subtitles, but VOB2MPG will mux subtitles into an .mpg container as well as preserve the MPEG-2 user data that contains closed captions.Last edited by usually_quiet; 16th Aug 2013 at 15:07.

A DVD is MPEG-2 so there is nothing to convert. Rather, you should look for a tool that will remux the MPEG-2 from a VOB container to a mpeg program stream container. Since you are remuxing, the closed caption data will be retained within the mpeg stream. You want to avoid programs that will encode the DVD to MPEG-2, as this is not needed and you will experience a loss in quality and the closed caption data will not be retained.

Closed captions are not used much now with digital stuff. Its now just subtitles with sound effects.
