Fix Colour Bleeding in both directions Up and Down with Avisynth?

Here's a short MPEG2 which is was a TV programme recorded straight-to-DVD.

I tried this script to fix colour droop but it has no effect:

Overlay(GreyScale(last), last, y=-4, mode="chroma")

Any suggestions on how to fix it?
