Would my AMD Phenom II 960T CPU overclocked to 4 Ghz, unlocked to 6 cores stable be bottlenecked by 7950 crossfire in a single 1080p?
If it won't be bottlenecked, I'm thinking of getting another 7950, a new PSU and mobo to do 16x/16x crossfire.
Now, would it be bottlenecked in 16x/4x CF??

It depends on what you're doing. On CPU intensive tasks, yes. On GPU intensive tasks, no. In between, it depends on the application. You'll have to be specific about which games you're playing. In general, Intel platforms give better gaming performance these days.

Noob question, even with the CPU bottleneck, on a 16x/4x would I still get a nice bump in FPS gain and overall performance over a single card?

It depends on how severe the CPU bottleneck is. Why don't you just look at the numerous web sites that compare gaming performance with various CPU and GPU combinations?
