Ok here is the problem that I am having.I have tried to encode with TMpg and all that i get is off sync movies that I cant watch.Well now i am trying to use Nero 5.5.7.2 and the problem that I am having now is pixelating or jurky video.Like it is well jerking, that is the only way that I know how to put it,I am just making regular plain old VCDs.I am trying to burn at 4x and I have tried burning them at 16x and that doesnt work,so as far as I know it isnt the drive speed,I have already thought of that.Anyone have any suggestions??????And if anyone could also tell me of a good Video Out card, maybe I can just do that.

Nero's MPEG encoder is a joke.
The quality is worse than poor and there's really nothing you can do about it. -
I have tried to encode with TMpg
Most problems with TMPGEnc is the fact that it likes AVI's that are of reasonable quality. If the AVI is full of bad frames then all sorts of things happen.
First Load your AVI, then from Vdub 1.49 select Video > Scan Video Stream For Errors.
Next Set Video and Audio to streaming, and SAVE AS, save out another copy, then use this in TMPGEnc
If things a very bad you can use TMPGEnc and insert a delay +/- in the audio, to re-sync.
