i am trying to make the text stay in a frame that is a picture with clear inside

  2. I don't use Pinnacle, but normally you would use 3 video tracks:

top track: screen overlay png (center section with alpha channel, so it's "transparent")
    middle track: animated text layer
    bottom track: main video

So the screen overlay png "covers up" the animated text, because it's on top of the layer stack

But according to this, there are only 2 tracks in pinnacle 12

A workaround would be to render the middle and bottom track as a lossless intermediate, reimport that video into a new project on the bottom track, place the screen overlay png on the top track

EDIT: if you don't have a "main" video you can do this with 2 tracks
