    My probb is:
    I have a buncha NTSC DVD's that I want to convert to PAL SVCD. The apps I use are; FLASK with AVISynth and encode with latest TMPGEnc. It looks like when flask converts the 29.97 FPS NTSC video to 25 FPS PAL it just cuts 4.95 frames out resulting in a "chopp" each second isntead of blending it or something. I have tried to use interlaceing in the encoding in TMPGEnc but no luck. I have done the exact same thing with PAL DVD's and they work woth no probb's at all.

    try using TMPEnc to do the frame rate changing instead.
