I was just given a new Asus drw-24B1ST dvd writer. My issue is that currently my installed writers use ide cables and the open pronged power cables,

but the Asus is sata writer. I have 2 empty sata slots open, but no sata power cables left, only the power cables that connect to ide writers. Will this adapter work?
Monoprice states:
Warning! The Molex connector provides only 5 and 12 VDC power. While many SATA drives only require these power levels, some require the additional 3.3 VDC power provided for in the SATA specification. Make sure your drive does not require 3.3 VDC before purchasing this adapter cable.
How can I tell if the dvd drive needs that 3.3VDC power? And will this work or ruin the new dvd writer?

Yes that adapter will work. That DVD writer doesn't need the 3.3V. If it did, there would be stickers galore on it and in its manual saying you need to use true SATA power/connector with 3.3v.
For the nth time, with the possible exception of certain Intel processors, I don't have/ever owned anything whose name starts with "i". -
Thank you very much, off to monoprice I go, just noticed I also need a sata cable, looks like I haven't got any laying around.

That very same adapter from Monoprice worked for me, too, for exactly what you want to use it for.
In fact, I also got one of these for another machine.
