I'd say AnyDVDHD to rip (decrypt/copy to hard drive). BDRB to fit (re-encode) to a single-layer BDR. ImgBurn to burn to disc. Others have their preferences, but I think it would be nearly unanimous in favor of ImgBurn.
As to media, I'll assume you'll be using single-layer blanks, also called BD25. Double-layer discs (BD50) are considerably more expensive, and less reliable as well. BD50 do offer an advantage in that you'd have an exact copy with no quality loss and could dispense with re-encoding.
Most members will probably recommend Verbatim media.
It would help if you filled in your computer details and also told us the make and model of your burner. If you don't have a rather powerful computer, you'd probably want to use the high-speed one-pass BD25 option in BDRB, or your encodes may excruciatingly slow. Takes a lot of grunt to re-encode a Blu-Ray. Quality would be good, but not as good as two-pass at default speed. And your burner may influence what media is recommended to you. For instance, my LG burner does well with RiData and Philips BDRs, cheapies that go for about one buck apiece. They might not do so well on other burner makes.
