I've produced a DVD with Adobe Encore that looks and plays fine on my machine, but I'm not sure I authored it right.
Usually, Mediainfo says that the fps of a NTSC DVD VOB file is 29.97. But the VOBS I've produced in my DVD - at least, the VOBS for the main movie - are still 23.976fps, as per the source I encoded from.
Mediainfo also says "Scan order: 2:3 pulldown" which I assume is how it should be.
My workflow:
1. Lossless AVI - 23.976 progressive video
2. HCenc used to produce d2v file. "3:2 Pulldown" checked
3. DVD authored with Encore.
Can someone please explain why the VOBS are 23.976fps and does it matter?

It's fine.
The video really is 23.976 fps. The pulldown tells the player to repeat some frames to make it 29.97.
I just checked a DVD I made, mediainfo reported the VOBs as 23.976 with pulldown, same as yours.
GSpot will tell you "Pic/s 23.976 Frames/s 29.97" and give details of the pulldown. -
