Does anyone know if vlc can be put on a usb and then used to play movies through a standalone dvd player connected to TV. The movie would be played by vlc on the TV

It won't work, get yourself a set top media player or hook up your PC to your TV. What file types do you want to play(eg MKV, MP4, etc)?

Can VLC be put on a USB drive? Yes, absolutely.

Can a standalone DVD player access VLC via anything and use it to play files? Absolutely not.
