    To your mpeg2(SVCD) in Premier, you will need a plug-in. I tested the one from the tools section here called Megapeg:

    http://www.digigami.com/megapeg/

    You can import the mpeg2, edit it, then export to mpeg2. It is a demo version and puts a watermark on your export.
