Program to burn only select portions from a dvd to blank dvd?

Hello! New member to this forum & have a question for the experts? Not sure what forum this belongs

Is there a program that will let me burn only select portions from a dvd to blank dvd? Simpler the better

I'm assuming you mean a regular video DVD. Try DVD Shrink and ImgBurn. Both freeware and easy to use. If it's a newer commercial DVD, you will also need a decrypter program. Try DVDFab for that.
