	Try alt-clicking the link, which should have the browser download whatever is behind the link directly as a file, instead of showing it in a window. 
 Or try ctrl-clicking the link, which should provide a contextual menu, from which you may choose to Download Linked File.
 Alternatively, I mirrored a zipped copy of mpeg2enc on Videohelp.com, as .zip files are easier for most people.
