I think,therefore i am a hamster. -
as you've probably figured out by your posting, you need to be logged in first for the post new topic button to show

His problem may be you don't see that button if you start at https://www.videohelp.com/ and then if you click on "Latest active forum topics" and go directly to a thread.
You only get it if you open a subforum, like https://forum.videohelp.com/forums/25-Latest-Video-News -

The arrangement where you have to select the actual sub-forum to make the new post is, I believe, usual for most forums.
The index is just a list. 'Today's posts ' is just a list. If there was a button to make a new post on a list page the software would simply not know where to put the post.
It is exactly the same with a reply to a topic. You can not reply until you have physically selected that topic.
Go check other forums. If you find one where you can actually post a new topic, or reply to an existing one, before you either select the sub-forum or the actual topic then do let me know. -
Where this forum is unusual is that this list is part of the default page at https://www.videohelp.com/.
So you can navigate from this to a thread, answer it, all without seeing the top page of the forum and the subforums listed at https://forum.videohelp.com/ -
There's nothing unusual about that.
A lot of forums are run by "code kiddies" that don't know how to setup such a basic feature.
