Need Help with Sony KDL-32EX500 TV (Horizontal Banding)

Hey I've been learning alot from this thread great community! I noticed once I moved into my new apartment, my sony tv (4.5 months old) had horizontal banding whenever I play my XBOX, and or Watch TV. I HAD my tv plugged into the wall left of my couch with two outlets, I unplugged the TV and put it to the wall directly across (in the way of everything) it looks like it took most of it away. However, I plugged the TV in behind my couch which is next to the wall with two outlets. It seemed better, but now I can see it again. It shows up badly when you FWD a DVD for example for the XBOX the dark screen at the top displaying the information shows it. Also it shows badly when I'm playing a game and there is dark patches, I also noticed you can stay in game for example black ops and it wont show unless you toggle your view up down sideways etc....

I have no clue if this is a grounding issue, TV issue, surge protector issue, I attached the best shot I could get of the banding!

Its just EXTREMELY annoying!
