I am planning on purchasing a combo CD-RW/DVD-ROM drive, and I have a question about ripping from it.

I understand that all late-model drives can only be region-switched for a maximum of five times before they become locked. I also understand that a Region 1 drive (which is what I will be using) will not play a disc from another region unless it's an "All-Regions" title.

Having said that, even though it won't play a DVD from a different region without a change, can you still access the files within in order to rip from it, or does this require a region change as well?

Also, do any of the various rippers convert between video formats--for instance, from PAL to NTSC?

Any help would be greatly appreciated.
