I compressed some video files. after one month i checked the video quality was badly effected.
Original cd and dvd discs and original files on computer have lost by me. Please tell me any software or filter that restore those
files in earlier position.

What's done is done. Any compression that produces a significant reduction in size does so by throwing away a lot of data. The process is called lossy compression for a reason. Also, as the compression gets higher, visible damage appears in the image. So not only have you thrown away vital (and not so vital) image data, you have also altered the image in a damaging way.
The data you cannot get back. It is gone for good. The damage might be able to be reduced, but at a cost. This type of damage repair is usually based on a trade off. You can less the impact of things like the square artefacts that come from the compression process, but only by blurring them. This means that you get a softer overall image with less detail. You can look at some of the deblocking filters for avisynth or virtualdub to see if they will help with your problem.
But nothing is going to restore your videos to their former glory. To do that, you have to go back to the source.Read my blog here.
