    The Help for x264 r1867 says:

    -o, --output Specify output file
    ...
    --level <string> Specify level (as defined by Annex A)

    but where is Annex A?

    Annex A is found in the ISO document for h.264/avc (ISO/IEC 14496-10). It's reproduced on wikipedia as well under "levels"
