Hello,
I own a tube site and have just purchased a package of HD 1080 videos. My server admins had some trouble getting them to work with ffmpeg, but eventually they did. Now the problem is the audio is out of sync and I'm not satisfied with the video quality.
So I'd like to hire an expert to create a configuration file to use when encoding these videos. I'm willing to pay half up front if you are reputable.

Ok, here's the deal. I'll give you $100 to encode one of the videos (server side), then tell me the process so I can do it myself. Please get in touch.

For something like this, a real expert is going to run about $100/hour, and it will take several hours to fully install correctly, run some tests, tweak as needed. Dedicated servers highly suggested (minimum of VPS required). Anything cheaper, and you're getting amateurs from random sites. Just for the record.
Video is already NOT easy.
Web servers are already NOT easy.

then why would you run video through online encoding instead of offline encoding?

smurfs probably correct. are the re-encoded videos going to be for streaming or downloading? 2 different beasts. streaming requires lower bitrate/lower resolution and the mov atom at the beginning, downloaded video should have higher bitrate for less loss of detail for later playing on a big screen/converting to dvd or blu-ray.
streaming you should probably shoot for 1280x720p 1-2mbps, a download video maybe 720p 5mbps - both mp4s.
handbrake or mediacoder could most likely do them for you.--
