What freewere program will give me best quality MPEG 1

I'm a newbie myself, but since no one is responding I'll have a go. There is actually only two freeware mpeg1 encoders that I know of and they are both listed on this site: AVI2VCD and Tmpgenc. The difference is that AVI2VCD only does VCD from AVI and Tmpgenc does mpeg1 and mpeg2 from AVI, DIVX, MOV, ASF and some other formats. I don't know which is faster for simple VCD, but they are probably similar in picture quality for that format. Tmpgenc is very good. Check out "tools" on the OTHER section on the left column.
