    I have mp3 voice records and they have avarage quality.
    I tried to re-encode them, raised bitrate quality but no success...
    is there a way to improve their sound quality?

    Reconverting with higher bitrate wont help. You need to try use some filters with an audio editor like goldwave, audacity.
