winhlp32.exe for Vista

I am trying to download this file. Every site I go to provides a link to MS for this download. All it does is validates my copy of Vista. The directions say to click the download button above and then click run. THERE IS NO DOWNLOAD BUTTON!!!!

Any advice would be appreciated. I have Vista Home Basic SP 2.

It is just a run-around. Everyone says to go to MS. I know I need the x86 download. 1st MS wants to validate your software so I click continue to validate. It validates but a downlaod button never appears.
