According to the official site, it features "cutting with the single frame accuracy." I am using the GUI version and I do not see where I can enter the frame numbers.
By the way, why does it use ASF and only that as a container? I would like to keep the container in its original form when editing a video.

The most common filetypes contained within an ASF file are Windows Media Audio (WMA) and Windows Media Video (WMV). Note that the file extension abbreviations are different from the codecs which have the same name. Files containing only WMA audio can be named using a .WMA extension, and files of audio and video content may have the extension .WMV. Both may use the .ASF extension if desired.Although the ASF container format can technically include any codec, Microsoft's encoding tools (including Windows Media Encoder and Windows Movie Maker) produce ASF/WMA/WMV files using the DirectX Media Objects (DMO) framework. So far, third-party DMO-based codecs remain extremely rare.
Microsoft recommends that ASF files containing non-Windows Media codecs use the generic .ASF file extension.Although WMV is generally packed into the ASF container format, it can also be put into the AVI or Matroska container format. The resulting files have the .AVI and .MKV file extensions, respectively. WMV can be stored in an AVI file when using the WMV 9 Video Compression Manager (VCM) codec implementation.[6][7] Another common way to store WMV in an AVI file is to use the VirtualDub encoder.
