How to size down MTS video format?

Guys,

is there a way to size down MTS files from for instance 1920x1080 to 640x360 without loosing video quality like bitrate, framerate and so on?

Also is it possible to get 50fps out of a original 25fps MTS video to make the original video more fluid but with same play speed?
