In PGCEDIT under the subtitle CLUT there are 16 blocks of colors. For the DVD subtitle I have I wanted to change the color of the subtitle to white from yellow, the "0" turns out to be the outline color (black) and the "1" is the main color yellow (the top two left side) so I change the yellow to white and all seems fine but.......that leaves 14 other colors, what would these ever be used for? And do I need to adjust any others?

The third color for subtitles is used for "anti-aliasing" but I don't know what the rest are for.

No, you don't have to change anything else. This assumes no antialiasing in use. Most likely you'll know when watching the DVD before burning to disc because antialiasing for yellow is a dark yellow, and for white it's grey.

Looks like the one I have the first color (top left) is the anti-aliasing color I guess? And then the next two (going from left to right) is the main color and then the outline color. Will this always be the case for every DVD I open in PGCedit or will each DVD have it's own set of "color rules"?

You could find out by exporting subtitle palettes from various DVDs in YCrCb format using PgcEdit's export palette function, and then import them into SubtitleCreator, to see if the assignments change from one DVD to another.

That table (CLUT) may be individual not only for a DVD, but for different PGCs in the same title. In case of subtitle no more than 4 colors are used from those 16 in movie PGC. In case of menu buttons in a menu cell/page can use up to 3 different color schemes for highlighting each with 4 unique colors. Color schemes store numbers for colors used by menu buttons from CLUT where they are defined.

It is also possible to assign different colors to different subtitles in the same PGC. This is used often for subtitles for hearing impaired.
It is theoretically also possible to display more than 4 colors in the highlight of the same subtitle at the same time, but the technique is very complex, and as far as I know, it has never been used in commercial DVDs.r0lZ - PgcEdit homepage Hosted by VideoHelp (Thanks Baldrick)
