I cut the small section using VirtualDub and on key frames as someone recommended.
The problem seems to be missing frames, but don't quote me as I am a noob in the video department.
Here is some info on the file if it helps at all.
I thought it might have been the 3:2 as both my TV's don't support this, but also trying it on the PC (Dell 2408WFP) still shows the same problem.Format : AVI

Just to confirm, the video you posted is missing frames. It looks like somebody converted from 29.97 fps to 23.976 fps by discarding frames and neglected to deinterlace or IVTC.

..i have a video that's missing a frame every 5 frames, says the guy who encoded it, but i don't see any problems with it, am i missing footage? do u advise to download the new encoded one, or keep this one?

A missing frame every 5 frames can be pretty obvious. Find a section with smooth motion (like a medium speed panning shot) and step through it frame by frame. A missing frame will cause a sudden jump in the motion. Even with real time playback you will notice several jumps per second. Whether you want to look for a better video is up to you.

but while we're at it, how do i know if a video is interlaced? the filed will have double the frames right? but why some videos show interlacing while other don't, after ripping? i had two anamorphic sources one 4:3 and another 16:9, i didn't deinterlace in both, and yet the interlacing only showed in the 4:3 video!
