    I have a 4:3 video, and would like to crop it to 16:9. But I don't just want to crop off an equal amount of image from the top and bottom; I'd like to use a 'tilt and scan' or 'reverse pan scan' method to crop ceratin areas off of certain scenes off. I noticed tv networks would sometimes do this for broadcasting old 4:3 shows in HD. Thanks.

    The only way I know of to do this is to use a non-linear editor or compositor that supports key frames. Set up your project so you have the desired frame size, then keyframe the image within that frame area to ensure that you have the correct sections in view.
