    I would like to know if it is possible to use mkv 720px1280 files put them on a dvd that will play in a stand alone player and still keep the 780px1280 resolution. I have been using the film machine with cinemacraft encoder and copy x to dvd. they both change resolution to 720x480

    DVD is https://www.videohelp.com/dvd

    1280x720p is not compatible with DVD players.

    Consider a Blu-Ray player or a media player.

    yes i have blu-ray player that also plays dvd. what do you mean by a media player

    So do you want it to play on a DVD player or a Blu-Ray player?

    so any disc that is dvd format must be 780x480.Is this correct?

    720x480 max. Some specific lower resolutions are allowed.

    It must be MPeg2. Bit rate must be controlled to less than ~9.8 Mb?s

    Some players support divx/xvid at similar resolutions but this varies by player (not a DVD).

    If your Bluray player is capable of playing AVCHD on DVD, then you can use Multi-AVCHD or AVCHDCoder to create AVCHD structures that you can burn to DVD with Imgburn. These will keep the 720p resolution and play back on PS3s and many Bluray players.
