A Tool for editing AC3 without recompress? (like mp3DirectCut)

Hello there,

There is such a Tool? Like mp3DirectCut (Non-destructive cut, copy, paste).
I want to edit AC3 stream files without the need to recompress the audio... want to remove some parts and Add blank parts at the beginning and in the end on these files.
