is there a really simple program that will allow me to add a 1 or 2 secs intro to mpgs.
some of the large editing packages are too complex for me

I realize (from my own dilemma) that this might be hard if you don't have the programs involved, but....
I would reate a whole new MPEG the same size, etc as the one you want to add it to, I would use Premiere to create it. Just make it one black frame of XX duration. Then, merge this file with the one you want to add it to. (and keep it around in case you want to do it to another clip).
The best option I've used to merge is TMPGEnc, but I would add that you might want to split and then re-multiplex the result with bbMPEG after it's all done.
I wouldn't do editing on MPEGs since it's very imprecise (only on "I" frames).
