The reason why the DOS command prompt popped up is because pulldown.exe is a program run from DOS. It changes the NTSC framerate of 23.976 fps to 29.97 fps for SVCD compatibility. I'm not really sure what the problem could be, but the only problem I've ever had with DVD2SVCD came about when I first got it. My aspi drivers were not installed.
