I capture using an ATI Theater 650 Pro capture card. There is no way to change the settings to specifically make it capture AVI or 16:9, so it captures 4.3 (MPEG2, 720x480, 4:3). The only option I get is the mbps setting (8000, 6000, 4000). I edit my video using Videostudio X2 Pro. I've tried changing the Project Settings to 16:9 in Video Studio and telling it to output it to "Same as Project Settings" and I've tried using the NTSC DVD (16:9) output setting, but it never outputs with the 16:9 ratio. It always still has the 4:3 ratio. Doe anyone have any suggestions?

Since the capture is 4:3 you won't gain anything by creating a 16:9 DVD but you could output a DVD folder and use DVDRebuilder to create a 16:9 DVD.

you'd have to crop the top and bottom of the mpeg-2 and then re-encode it. the loss of quality might not be worth the effort. the crop function is found in most editors/encoders filters section.
