Well my capture card was screwy and would only allow me to cap a cropped video (608x464). But now comes time to convert to VCD and I don't want parts to be invisible when it's displayed on my TV. I'd like to pad this video so that there's a border around it making it 640x480 but not stretched. Someone mentioned that this was possible with TMPGEnc but I have probed all over and haven't see such an option.

Settings > Advanced > Clip Frame (Double click)

That's what I first assumed would be the solution but it didn't work. All I could do is crop down or mask my video with that. I couldn't add an extra border around my video without deleting anything. Tried putting in a negative value and it just went back to zero when I left the box.
