Is there any software that can do 16:9 matting for 4:3 video? It would be similar to making a letterboxed video image out of a widescreen film transfer, but I need the black bars on each side of the 4:3 image to play the SVCD in progressive mode into a 16:9 set that only plays progressive video in 16:9 aspect ratio.
