Someone told me that Flash video has a framerate of 15 FPS. Is this true? If it is, why to FLVs look pretty much analogous to their counterparts from where they're converted?

  2. Not true. Flash can be (almost) any frame rate

    I don't think so.
Just encode an flv file using 25fps H264 video.
The output will be a normal playable video

  5. A lot of streaming web video sites encode FLV at 15 fps to reduce bandwidth requirements. But the format supports other bitrates.
