    Maybe these 2 points are kinda piece-of-cake...They're about
    a) Closed GOPs
    b) Last I-Frame

    Turning these on / off, does it affect encoding quality in any way?

    Closed GOPs will have a minor negative quality effect.
    Last I-frame will have no effect at all.
