I have a DVD copy of a VHS video.
    The video is jumpy vertically.
It never rolls it is just irritatingly shaky

I blacked out a small portion of the top and bottom, that helps a little with the irritation.

Is this a question or answer? And what does it have to do with the topic title: "sync problem" ?

When a video is jumping vertically is that not an out sync problem?
Maybe I should use other words?
Maybe I should be somewhere else?
    Please help!

  4. "sync" usually refers to audio/visual synchronization. eg. voices at a different time as lips moving etc...

Did you make the DVD copy from the VHS? or was it store bought?

Does the VHS have the same "shakiness"

Is this playback problem? try another DVD player or on your PC is it still "shaky"

You can try to fix it by re-making the dvd with some stabilizing filters or deshaker

    Thanks for your help.

Your last suggestion is my only option at this time.

Would you suggest where I might find the filters and deshaker?

  6. If you're familiar with avisynth, depan
    http://avisynth.org/mediawiki/DePan

For deshaker, it's a vdub plugin, and there are links to tutorials/guides
    http://www.guthspot.se/video/deshaker.htm

These are free methods, there are some paid software alternatives as well, such as after effects

Both will take a bit of learning to use properly, and you will have to re-encode to mpeg2 and re-author the DVD if that is your end goal
