    whats the best way to convert a avi thats a DVD RIP to VCD (Mpeg)? When i converted it with tmpgenc it's a little fuzzy and blocky, how can i fix this? what settings can i use?

    will changing the rate controll mode in the video settings, help, am i allowed to do that for vcds?

    will changing the Quantize Matrix from Default, to MPEG Standard help?
