    What sort of video ?
    From what source ?
What are your actual PC specs (your computer details are, well, inadequate) ?

That is a DVR card for a security system. It is designed to capture from CCTV cameras. Aside from the fact it is not designed to capture broadcast signals, it is unlikely to be supported by the usual array of capture software.

The problem is to do that you need software that can recognise the card. These cards tend to be closed systems with specific software that is designed just for those cards, and compression that is based around the quality of the image coming in. The quality is often not very good.

The most basic place to start would be virtualdub. See if it can see the card and capture from it.

The other thing to understand is that Divx/Xvid are very highly compressed formats. The best quality is achieved by doing Constant Quality based encoding, but you have no control over the file size. If you want a predictable filesize then you need to do bitrate based encoding, and the best quality comes from doing two pass encodes. You cannot do two pass encodes while capturing.

Personally, I would never capture directly to Divx/Xvid, because quality is the most important thing to me, and neither will deliver it during capturing unless you go for large file sizes. And if that is the case, there are better formats to capture to. The other issue is re-encoding. Multiple encoding of lossy compressed files quickly causes degradation and damage.

Your aim appears to to be to capture televisions programs, compress them and then upload them. Putting aside the legality or otherwise of such pursuits, the best option is not to use a settop box, but to get a capture card that has a tuner built in so you can just grab the digital streams and encode from there. I grab mpeg2 digital streams from FTA and then use AutoGK to encode them to Divx for my personal collection.

Otherwise just by a cheap USB capture dongle that supports Divx in software, and live with the mediocre quality you are likely to get.

I actually liked capturing straight to DivX 6.8 when I had my ATI AIW installed. My old 3.2Ghz P4 was plenty fast enough to capture DivX. With the newer versions of Virtualdub, I never had to recode when I edited out the commercials. Using Smart Render made editing a breeze.

All the newer cards have pretty much made this technic extinct since they mostly capture to MPEG.

I have no idea what you mean when you say broadcasting.

Like I said, I used an ATI All In Wonder card which used it's own MMC capture software. Not sure which version I used but it was at least 9.xx.

I know nothing about your capture devices or whether they can capture quality video at all.

    Umm ... no.

It's pretty much self explanatory. If not, you have some reading to do.

So you want to stream the video across the internet ?

You need to set your home PC up as a web server, assuming you have a suitable connection. TVersity can do this by transcoding to flv on the fly. How you set up your PC, your router, and if your ISP will allow this is another question.

Because TVsersity converts on the fly, you can simply encode your files as Divx (or whatever you like that holds reasonable quality for the size).
