Is it possible to run this on the Windows Vista? If not any suggestions on what to use for DVD to DVD-R ripping, shrinking, and burning. Thanks

Just use dvdfab or the free solution using dvdfab decrypter(dvd to hdd copying) together with dvdshrink(shrinking) and imgburn(burning).
