Why ripping a DVD only take 15 mins while convert a MKV to DVD format took more than an hour. Does the quality improve when converting from MKV to DVD ?

Ripping a DVD does nothing more than copy files. Converting an MKV to DVD means encoding, which takes time. You are lucky it only took an hour. For some it takes a lot longer. The quality does not improve when converting from MKV to DVD, and in many cases the quality will be less.
