Tv Tuner (deinterlace) Problem

Hi!
I use my tv tuner from a long time ago and everithing was ok till now.
After I reinstal my OS the tuner does not work corec ctly as you may se in the picture... There is some "noise" on screen. If I use "deinterlace" it remain the "noise" only on the midle/bottom side (like the pic)
What do you think, what may be the problem ? is there driver problem or some codec ? (my tv tuner is the same like Fly tv and I downloaded the drivers and software from there, anywhay, the soft and drivers are the same)
If I move with the mouse the tuner window ( I shake the window with the mouse) , it seams that it works fine, or e if I use at full load the procesor.... it looks almost fine

That's not an interlace issue, that's something else fubar.
