I am currently using DVDFab, DVD Rebuilder, and ImgBurn
for ripping and backing my DVDs.

I am happy with DVDFab 5 and ImgBurn but DVD Rebuilder is
    very slow.
DVD Rebuilder is very good but exceeding slow taking hours
to recode to get from DVD9 to DVD5. Can anyone recommend
another FREE tool that take less time (with decent video
    quality)? Thanks

You may want to upgrade that celeron to a dual, triple or quad-core processor to get better speed. DVD-RB is one of the best, but getting the quality that it does takes time (especially on your system). I use HenC with DVD-RB on an Athlon x2 5000, and it recodes in real-time or less.

If you're by a Fry's, you can often get the mobo & cpu for under $80 (slightly more for a better, non-ECS board).

I think the only upgrade you can make is to buy the Pro version which supports multiple encoder instances or newer 'puter. Quality re-encoding with HCenc, like DVDRB uses, takes time. DVDShrink and the likes are fast, but their transcoding quality is inferior to DVD-RB's HCenc.
