What happens to the bit rate of an mp3 file of 256 kbps when it is burned to a dvd format like in a vts_01_1.vob file?

First of all, mp3 is not DVD compliant audio. In the US, DVD players universally handle ac3, but will also do PCM and mpeg1, layer 2. A bitrate of 256 kbps could easily be set for the ac3 audio stream using either your mpeg-2 encoder or DVD authoring program.

Many DVD players (and some CD players) can play MP3 files as-is.

You just burn a DATA disc of your MP3s.

Try it, with a CDRW or DVDRW if you have one.

If you really want a compliant DVD, a little more complex.
I don't know what Roxio does, but I'd convert to AC3 (ffmpeggui is convenient), use whatever bit rate you like, no point in using a higher rate than your source MP3s though, and use GuiForDVDAuthor, click "insert audio titleset" and add the AC3 files. That will create a DVD with a single frame title card for each track. More info here.

There is a DVD audio spec, but the tools for making them are a bit esoteric.
Freeware: try DVDAGUI, but I've never used it myself.

Or if you've got $99 to spare, try Discwelder.

unfortunetly the dvd player i have does not play mp3s ...argh
that's why i was trying to create a music dvd, (with .vob files, etc....) but that did not work either.
i'm just looking for something simply that will allow me to take mp3 or anytype of file format from itunes and put them on a dvd that will work on a basic dvd player which only plays movies and no audio files like mp3's.

I was confused by your first post, since you wanted the audio inside a vob file. As AlanHK said, lots of DVD players will play mp3 files as they are (with .mp3 extension) on a data disc. If that does not work in your case, there is also the option of creating a DVD-Audio disc, which ought to work. Check out the Tools section on this website to see what's available. ( AlanHK mentioned DVDAGUI for one.)

Another option: Buy a new DVD player that plays mp3 files. That would be cheaper than buying Discwelder.

So see the three applications I linked.
I've used the GfD method, quite easy.
