    have this region 2 dvd that im trying to watch on my dvd player (samsung hd860) and tv (samsung 32" LCD) and it has a lot of these small "blocks", picture isnt as sharp.. i guess this is what is called as "interlaced"? any of "fixing" this.. have no clue thanks for any tips!

    How does it look on your computer?
    Is it a commercial DVD?

    Blocks is usually because of too low bitrate or a crappy encoder and you can't do much to fix the image, Garbage In Garbage Out.

    looks just as bad on PC.. its a dvd from 1986 (Queen Live from Wembley).. you want me to post a small sample?

    Region has very little to do with DVD except it will not play on player if it is not region free (hacked).
    Your problem might be that the DVD is PAL and your player cannot convert it to NTSC.
    There are players on the market which will do that, Philips is one of them.
    Did you try to play DVD on your computer with region free software in background?
    Does it play OK?

    P.S.
    I guess I came too late.
    From what you say, it looks like bad DVD. Is this original or copy?

    my samsung dvd player is region free (hacked).. im in north america btw. have tons of PAL dvds, that have and do play fine on the dvd player and tv. i assume its the encoding on the dvd or that it was just an old dvd (from 1986)? so no way of cleaning this up?

    You could rip the DVD and run it through a deblocking filter, eg:
    http://compression.ru/video/deblocking/smartdeblocking_en.html
    http://avisynth.org.ru/mvtools/deblock.html
    However, the decode/reencode will lose some quality.

    If you don't know how to use Avisynth and/or VirtualDub, you probably shouldn't try this.
